The Central Panay Mountain Range (CPMR) in Panay covering four provinces and eighteen municipalities is one of the 128 Key Biodiversity Areas (KBAs) and 117 Important Bird Areas (IBAs) in the Philippines. The CPMR faces the following threats: charcoal making, collection and gathering of timber and non-timber forest products, grass fire, slash-and-burn (kaignin), and hunting.
Because of these challenges the Bantay Gubat/Wildlife Enforcement Officers (WEO) were organized in 16 municipal LGUs and deputized by the Department of Environment and Natural Resources (DENR R6) as WEO to serve as partners for forest protection and law enforcement in CPMR.
